Low Format refers to the actual process of formatting a disk operation. It builds a physical format to specify the location where data is stored on disk. 4:25 HDDLowLevelFormatTool is an application that does, or at least close to doing certain things. Low level format performed in a real factory, while such tools are only zero-filling.
